Premier Weber nods his support of Terranus and Pootin.

Eurasian Controlled Zone 2 will become the State Special Administrative Territory of Farshonia. I agree with Imperator Terranus's suggestion. We shall hold elections when things have stabilized and the rebels are defeated.

Mr. Jefferson, I urge you to take things more slowly however. This is a delicate procedure and cannot be rushed.

With all due respect to everyone that attended to Farshonian crisis my country did have a pretty impressive involvement in Farshonia because we have sended 3 naval fleets to Farshonia 3rd 4th and 5th fleets and have sended shock trooper bravo and shadow company and the Imperial marines to take out huge numbers of zombies and have took out to bases of rebels and warlords.

Emperor tells his aid which of whom is standing right next to him and tells him to pass out a sheet of paper that shows Articmainias claim.

Correct me if I'm wrong, gentlemen. As far as this talks have been going, there is a clear consensus among nations who are directly involved and indirectly involved on the Farshonia crisis.

In Favor of Annexations:

* United Earth Conclave (controls Zone 1)
* Eurussia (Kamchatka Territory)
* New Zealand (controls Zone 4)
* Shirouma (controls Zone 5)
* Kynotsu (controls Zone 6)

* Europe (presence in Zone 2)
* Articmainia (presence in Zone 2)

* Kulon Bangsa (withdraws in Zone 2)

Against the Annexations:

* Yellasia
* Eurasia (presence in Zone 2)

I would say that technically all controlling nations wishes to resolve this issue once and for all by annexation. I would presume that with more than majority wants that solution, I guess I should prepare the declaration?

I want to hear the confirmation from everyone!

Well, I am in favor of annexations.
However, I firmly believe that all nations present here should give broad autonomy to the new colonies in Fashonia.
The peoples of Fashonia in short, to put it simply, do not even notice the "regime change."
In addition, all should be conducted in compliance with the local people: they will see us as saviors by the pandemic, and as liberators, not as occupiers.
I think this course is granted.
In addition, Europe continues strongly to support their part of Zone 2, and this is being discussed already in the Security Council.
We do not bring the discussion here, so let us stay in calm tones and peaceful.
So, I would also like to know the opinion of most of those present regarding the involvement of regional organizations in Fashonia, for the reasons I have already stated in my previous statements.

If I may make a suggestion, perhaps we first decide whether or not to arrest the leaders of the Rebel Group as War Criminals. They could be construed as such. Even though Farshonia has ceased to be, the rebels have not. They must be eradicated, and their leaders must be tried according to Inter-regional laws. Whether or not as War Criminals or Murderers is a decision that this Summit must make.

I can only agree with Premier Weber. In each of the zones we shall bring these terrorists that go under the guise of "rebels" to justice as well as their leaders. The Rebels don't exist soley as a group, they remain a symbol to the people of the former nation of Farshonia. The U.E.C will convict these rebel terrorists as just that, guilty of terrorism and most likely will be sent to labour camps with the U.E.C territory.

As I am the only leader against annexation, it appears Yellasia will have no choice but to recognise the annexation of former Farshonia. I firmly maintain that the new territories must have autonomy, and I wish to work with Kynotsu in establishing the creation of a 'sovereign land' for Farshonias, including the former capitol building, the Farshonian museum, and other important monuments, occupying only a small space in Fairfield. This would be the head of government for the Farshonian people, which would only have powers in maintaining its small space and the cultural autonomy of Farshonians, including former citizens of Farshonia as well as anyone who is ethnically or culturally Farshonia. My biggest fear in all of this is that Farshonians will remain artificially divided forever.

Avery looks to Premier Weber:

I feel that trying every rebel would be more harmful than good; however, certain leaders who have committed acts of murder, or any rebel committing gross crimes, should be tried under inter-regional law. Not everyone involved should be punished; with Farshonia in such a disastrous state, it is understandable why some would be tempted to join the revolt, so those who have not committed crimes against humanity should be forgiven.

We won't try all the rebels, just their leaders. They must be brought to justice for their crimes. Therefore, they should be tried as War Criminals.

Meaning, the Court of Justice should try them. Being that the CoJ is an international body, the trials will have no bias.

I believe we have come to a landslide vote in favor of annexation. The following Annexations are to be made :
Zone 1 - United Earth Conclave
Zone 2 - Undecided
Zone 3 - Great Eurussia
Zone 4 - New-Zealand
Zone 5 - Shirouma
Zone 6 - Undecided

I think we should now move on to decided how we are to deal with Zone 2 and Zone 6. How are we to divide the lands considering Kulon Bangsa (Zone 2) no longer has affiliation with the area, and Kynotsu (Zone 6) is yet to state his intended course of action with that said zone.

I am in support of trying rebel leaders with no bias under the Court of Justice. I apologise for the misunderstanding.

He then turns to face everyone else:

If there is going to be an annexation of zone 6, Yellasia would like to oversee this area of Fairfield to develop the Farshonian parliament and cultural institutions. We have no intention of annexing this land; we wish for this to transition into something almost like a sovereign nation.

He then raises a map showing the very small amount of land that would temporarily go to Yellasia:



OOC: I'm sure many of you think I'm being silly, but I am making sure Farshonia dies with dignity, since this is similar to an issue I care about very much in real life. In RP, all of zone 6 would basically belong to Europe and this would never come up again unless someone makes it an issue.

Mr. Avery, that's a fine proposal. As a suggestion, we could divide the capital between our nations, or give it to your nation. The capital needs to be controlled. Though. That is important.

We are fine with which ever proposal as long as we can oversee the development of our proposed area. I must make my intentions clear; if the entire city is given to Yellasia, we will not formally annex it; we will create a Farshonian city state once stabilised, in coordination with Yellasia and the other involved nations. If everyone oversees a portion each, perhaps the city can be stabilised more quickly, but we would like Fairfield to be an open city, not one divided by walls.
