Well, we issued an ultimatum.
Within twenty-four hours, New Zealand, Schorr and Russia will have to cease fire and withdraw from the country invaded.
If they accept it, we will proceed with diplomacy and dialogue, as well as ensuring a future free to the slaves.
If they do not accept, it means that they do not want no peace, it diplomacy, and then begin military operations, economic and diplomatic against the invaders.

After the recent happenings in the Greecia's crisis, considering the invasion is finished, we should withdraw our ultimatum and carry the problem to the Court of Justice, because now it's time, for the nations who have invade Greecia, to pay for the war that they have run. And we intend economical and political sanctions.

The ultimatum was withdrawn in time.
Furthermore, the Court do Justice has already initiated proceedings against Schorr, and seems to have been dissolved.
Therefore, we respect the judgments of the Court, and we conclude that the crisis is over.
Now, after a stop due to two wars, we continue to dedicate ourselves to the reform of the WAAF.

I agree with my colleague of Europe.
These two crisis cleary demonstrated the WAAF needs a good reform to better achieve its goals with efficacy and efficiency.
Firstly, we need a more rapid procedure in order to avoid in time potential conflicts: for this conflict, I propose the creation of a Rapid Deployment Force which will intervene immediatey after the decision of the SC (or the body which will take its place after the conclusion of the constitutional convention), without waiting for the single member states to decide.
Also, we need more clear standards for the entrance in the WAAF, firstly the demonstration of respect of International Law.

Regarding the first one, New Tarajan supports it.
About the second, however, we have some doubts that this would create problems in the Security Council, and that some nations could use it as an excuse to declare the President to have too much power.

Eurussia is also having second thoughts with our second proposal, however, it provides more accountability to the WA Presidency in which we expect to be with the side of good for the World Alliance.

With this, we believe that we will not be strangled with heavy bureaucracy and immediately act within the bounds of international laws (regional laws). We just have to discuss our proposals very well as our government believes that if the WAAF, WAPF, & WASDA members issue their statement of support in the name of peace, member states of the SC will be convinced of its necessity.

Issued a notice to all members of the organization.
From now on, for the next week (no more than 8 days), "Antanares will be provisionally the Secretary-General of the WAAF.
Will continue the leadership, and will continue the process of reform of our organization.

After the recent news from Texania and Greecia, we invite all nations to join to a mission to neutralize, immediately, the laser capacity of Greecia before new attacks against civilians. The goals of the mission are:
- Finding the three remain laser space station and crack down them
- Finding who ordered the attack and take him to the justice of Court of Justice
- Avoid every new attack from Greecia to civilians and avoid a new brutal war.

The 1st and the 2nd fleet of Antanares are just en route for Greecia and we have send a little space fleet against the laser who had shot the Space Colony of Texania.

New Agenda - Reform of the WAAF

To continue the process of reform seriously WAAF, before giving an opinion to the various changes proposed so far, we would like to present a complete design of the reform of the structure of the organization.
We would like you you expressed your opinion about this project, and if you are antonyms, list your possible changes.
Together we will decide the new structure of the organization, starting from this draft, which can be supplemented with other proposals and modified.
All will be held in full democracy.


OOC: We understand that the design is complex, for any questions do not hesitate to ask.
In addition, if you want, you can read the text of the law that established the WAAF (the one that we are changing), so as to clarify your ideas.

Step 1 of the Reformation of WAAF - Territorial structure
1) The WAAF will have a territorial structure divided according to the continents of the region.

2) In this way, for each continent will be present a territorial structure of the organization, which will be called General Command of the Continent.
In this way there will be 7 Commands.

3) These Commands will take care of the tasks of WAAF in the respective continent, in particular as regards the management of military forces and the monitoring of the international political situation.
Each of these Commands for the management of military forces, will have available:
Continental Army Command, which will manage the land forces,
Continental Air Force Command, which will manage the air forces,
Continental Navy Command, which will manage the naval forces,
Continental Infrastructure Command, which will manage the infrastructure military (military bases, depots, etc..),that will manage the military infrastructure of the WAAF in the determined continent,
Continental Ammunition,Weapons,Vehicles e Materials Command,which will handle the management and supply of ammunition, weapons, vehicles and equipment of the military forces of the WAAF in the particular continent.
Continental Logistics and Mobility Command, which is responsible for the management of technical and logistical support forces (naval, land and air) of the determined continent.
These structures will take on the name of Military Territorial Commands.


4) For each continent will be a nation that will take care of the management of Continental Command.
This nation must necessarily be members of the WAAF, and will be appointed by the Secretary General.
The Secretary will also have the power to replace the nation to guide the control of a particular continent.
In this nation will have its headquarters the General Command of the Continent, and the Military Territorial Commands, preferably in the capital.
The nation in question will assume the role of Continental Commander of the WAAF.
This nation will handle the territorial structures and military forces of the WAAF "present on the continent.
In addition, this nation will monitor the international situation of the particular continent, in order to identify possible situations of instability or threat.
In the event of threats to international stability, more or less serious, the said nation shall send a detailed report to the Secretary-General, who, in concert with the organization's member nations, will decide possible moves.
In this way the WAAF will be well-structured in the territory, in order to respond adequately to the various problems that may develop.


Step 2 of the reformation of WAAF - Central Structure
1) The political structure of the WAAF,or the Secretary General ,the Council of Defense and the National Contact Points should remain unchanged.

2) Instead, as regards the military structure, should be reformed in the following way.

It may therefore vary from parliamentary term to parliamentary term.
The nation will be elected by the General Secretary in consultation with the Defense Council.

2) The role of the Liaison Officer will be to represent the organization at the regional government.
By order of the Secretary General and the Defence Council, may propose to the Security Council the various plans and actions that relate to the management of the organization, and sanctions or military action against the so-called "rogue nations."
You can then ask the Council to express their views on these issues.
In addition, on the orders of the Board, will send to the organization any orders or new laws that relate to the same WAAF, from structural changes to the military action, so that it can be adapted as necessary.

3) Until now we have also seen that the Security Council, when it organized its military actions, has always ignored the WAAF.
Suffice it to the intervention in Fashonia, where the WAAF and regional organizations have been totally forgotten.
For this it is necessary that the military actions or other types of sanctions designed directly by the Security Council are fully managed and guided by the WAAF or possibly from other regional organizations.
This is because they are not just organizations, but an integral part of the governmental of the region.
In this sense, it will require a law directly by the Security Council.

Step 4 of the reformation of the WAAF - Military Forces of the WAAF
1) First need to change the name of the military forces of the WAAF, as the current one has become too generic and not effective.
From Rapid Deployment Forces, I think the name should be changed, and become Regional Armed Forces.
This is because the military forces of the WAAF represent in all respects the military apparatus of the region.

2) The Armed Forces of the WAAF will be divided into land forces, air forces, naval forces, and technical and logistical support forces (that includes medical support).
They depend on the General Command of the Continent in which they are located, each component for the respective Military Territorial Command.
The management is also taken by the Military Central Command of the WAAF, once again each component for the respective Central Military Command.
The tasks of the military forces will remain unchanged and will always continue to be provided by the member nations of the organization.

3) To avoid delays during the actions of the WAAF, military forces will be under the total control of the organization, which will then be free to perform movements and troop movements without necessarily having the authorization of the nation they come from.
This is also true in the case of military actions and invasions.
The various nations of the WAAF can still choose to increase or reduce its contribution to the military forces of the organization.
In addition, in the event of military action, if a nation members chose not to participate, the forces of the WAAF received from that country would be excluded from military operations, in an automatic way.
In this way we believe to respect both the independence of the WAAF both the various national sovereignty.

Can I suggest to assemble the Logistic Command with the Weapon ect. Command? I think the supplies of an army, the weapons and the ammunition are part of the logistic section of an army.
Also, I think is better to the Liaison Officer isn't a member of the security council but an external member, elected by the WAAF members and not from the Security Council.

3) To avoid delays during the actions of the WAAF, military forces will be under the total control of the organization, which will then be free to perform movements and troop movements without necessarily having the authorization of the nation they come from.
This is also true in the case of military actions and invasions.
The various nations of the WAAF can still choose to increase or reduce its contribution to the military forces of the organization.
In addition, in the event of military action, if a nation members chose not to participate, the forces of the WAAF received from that country would be excluded from military operations, in an automatic way.

The hosting country shall freely choose the place of the HQ, basing its decision on the better achievement of efficiency and efficacy.

The WAAF Headquarters shall remain in Moscow, Eurussia as it has been from the very beginning. And with regards to the command outposts, we could include a provision in a SC proposal to give the WAAF the free way to acquire lands under its control for every continent to ensure that no country could prevent the WAAF in its deployments.
Just like the current WAAF Base Zone near Ultra Nationalist Russia, respected by Casavarr.

We wish only to add some minor adjustments: for example, regarding the HQ of the Continental General Commands, it would be better to not necessarily link it with the capital city of the country, simply because it could be strategically unuseful. 1) In fact, it will be up to the state chosen to decide where to place the headquarters of the General Command of the Continent and the various Military Territorial Command.
At its sole discretion, in the most strategic way possible.
In effect I said that the headquarters should be "preferably" located in the capital, but not "necessarily".
If the capital of that particular country is not a safe place strategically, the headquarters can also be moved to a remote area of the hinterland, so to speak.


To respond to the concerns of Antanares.


Can I suggest to assemble the Logistic Command with the Weapon ect. Command? I think the supplies of an army, the weapons and the ammunition are part of the logistic section of an army.
Also, I think is better to the Liaison Officer isn't a member of the security council but an external member, elected by the WAAF members and not from the Security Council.
1) Regarding the proposal to merge the Logistics and Mobility Command with the Weapons, ammunitions, Vehicles and Materials Command (both at central and local level), I do not think it's a good idea.
This is because the Weapons, ammunitions, Vehicles and Materials Command dealing perform maintenance of vehicles, weapons, ammunition and materials, to dispose of unused ones and replace them with newer, more efficient, or to distribute them fairly among the various military bases.
Logistical tasks always, of course, but quite different from those of the control.
The Logistics and Mobility Command it is more concerned with operational functions, to manage the logistics forces (such as mobile columns logistics, helicopters, airplanes and ships to transport etc..) and the distribution of military forces in the event of operational activities.
Then operate within that command the forces of technical support, such as the engineers, the sappers, the sappers or clerks telecommunications, and medical support.
They have too many functions to be merged.
At best, you could create a single command, and divide it into two subcommands, which will address the two different functions I have listed.
But so what would become too complicated.
However, I would like to know the opinion of other nations on this topics, to find a common solution.

2) Regarding a liaison officer stable at the Security Council and outer race to the government, I would agree.
Would have the same tasks we've discussed in the basic text for the reform of the WAAF, and would have an opportunity to comment only on issues that relate to the same WAAF.
Having a stable seat, it would be even less work than having to choose among several Members to any legislation, and having to replace it every month.
However, having to add a seat in the Security Council, we need an amendment to the Constitution.
I would like to know the opinion of other nations on this issue.

1) We would not adopt the name WAPF (World Peacekeeping Alliance Forces) too as it coincides with the name of regional WAPF (World Alliance Police Forces).
Personally I would prefer the name of Regional Armed Forces.
However, as a compromise, we could use the name of World Alliance Security, Stability and Peacekeeping Forces (WASSPF), or to Regional Peace Forces (RPF).

2) On this we agree, since there are nations, members of the organization, but that did not provide military contingents stable.
So any nation that wants to join the WAAF must provide stable military units to be placed under the control of the organization, so that it can be used for tasks that relate exclusively the organization itself.
We would like also to know the opinion of other nations on this topic.

3) In peacetime control of military units is up to Continental Commanders of the WAAF and the to the nation designated to the Central Military Command of the WAAF.
This nation will also serve as Military Adviser to the Secretary-General and of the Council of Defense.
In the case of military operations, having approved a possible intervention or mission, the control of the troops it will be solely and exclusively to the Secretary General.
Control that could be revoked, as you said, by the Council of Defense in the case of operations unjustifiable, or in the case of crimes or other deplorable actions committed by the troops.
The control will then be given to a nation in the WAAF (preferably the one designated to the Central Military Command of the WAAF) or directly to the Security Council.
On this therefore, we agree.
I'd still like to know other opinions on this issue.

4) An operation of the WAAF includes diplomatic missions (negotiations or sanctions), economic missions (sanctions or embargoes) and military missions (invasions, maintaining stability operations).
This is something to note.
It may be authorized by the Security Council in the event of exceptional.
It can also be undertaken on a spontaneous initiative of the WAAF, on a proposal from a nation outside of a member of the organization or by the Secretary General.
All this according to the evolution of the scenarios of international politics, and according to the press of ...
This mission must be approved by the Council of Defense, and then started.
It may be stopped out or changed at any time by the Security Council or by the Council of Defense itself.
The WAAF intervenes autonomously when
-there is a war between two or more nations, with negotiations, economic sanctions or military forces of the organization used as a buffer.
-on request and authorization of a state in the event of internal instability (such as terrorism, guerrilla organizations),with military operations aimed at maintaining stability
-in the case of civil wars, at the request of the international community ,to disarm the warring groups, with military operations aimed at maintaining stability, and with the launch of negotiations,
-in the case of nations invaded or under invasion attempt on the part of other states, to defend the state invaded and drive out the invader, if necessary by a counter-attack, or possibly a discouraging
-in the case of nations invaded or under invasion attempt on the part of other states, to defend the state invaded and drive out the invader, possibly triggering a counterattack, or discouraging a possible invasion, with defensive operations and economic sanctions
-in the case of threats (terrorist or guerrilla), established in areas that are not the territory of any country, with military operations aimed at eliminating these threats,
-in case of attack by external elements slla region (such as invasion attempts by other regions) with military operations designed to fend off enemies and acting as co-ordination between the various nations.
We would like to know other opinions about this topic.

4) The seat of the WAAF will remain unchanged.
With regard to international bases located in areas not belonging to any state, so we will have at least one from each continent.
However, they will be under the direct control of the Central Military Command of the WAAF (precisely the Infrastructure Central Command), and not under that of General Command of the Continent.
We would like to know other opinions about this topic.

The WAAF must continue this meeting. Antanares agrees with the words of United States of Europe and thinks it's time to renovate this organisation.
Also, Antanares thinks is better to avoid any kind of pact with any organisation of the World Alliance. We can't link the WAAF with a particular regions, states or organisations. We could collaborate during a war where the WAAF intervene, only if the goals are similar, but we think is better avoid any preemptive pact.

Due to the military intervention of Eurussia, it is opinion of the government of New Tarajan that the situation in Texania is going out of control.
For this reason, we are officially asking for a WAAF intervention in the country for a peace-enforcing mission.
