The Defense Minister interrupted, "For us to be able to properly reach a consensus, we hereby outline the proposal, which is open for everyone to debate and revise, the regional law to be proposed to the Security Council,

NUCLEAR NON-PROLIFERATION ACT

Section 1)
All kinds of nuclear testing shall be prohibited indefinitely everywhere.

Section 2)
All kinds of nuclear weapons development shall be prohibited.

Section 3)
All kinds of nuclear energy development shall be prohibited.

Section 4)
All existing nuclear weapons and power plants shall be dismantled.

Section 5)
The World Alliance Nuclear Commission shall be the international agency to enforce the provisions of this law and must submit compliance report annually to the Security Council."

"I hope this is meant as a joke, we do not agree to a word of that proposal, here is one of our own.

World Alliance Nuclear Security Act

Section 1: No nation may make a preemptive nuclear strike on a nation they are not already at war with.

Section 2: All WA nations must register if thy have nuclear weapons or not

Section 3: All nations with nuclear power plants will be required to let inspectors in every 6 months to check on safety regulations.

Connors looked at the proposal by the Eurussian Defense Minister. "Ok. We have a problem here. We do not agree with Sections 2, 3, and 4. Development should be allowed as long as the weapons are not used in region. Nuclear energy development should be allowed to continue. We in Unovia use Nuclear energy as a source of power. We think that the weapons that exist should be allowed to be kept. New development should be carefully monitored. We believe that nuclear power plants can be beneficial. We have a compromise proposal that should please both sides.

3All nations with nuclear power plants will be required to let inspectors in every 6 months to check on safety regulations.
4.Nuclear Development should be allowed as long as the weapons are not used in region.

6.The inspection agency should report every month with status updates on perspective nuclear powers.

Their future use and application and further development shall be prohibited.

Their future use and application and further development shall be inspected.

Section 4)
All countries hosting nuclear energy facilities shall be liable for any accidents.

Section 5)
The World Alliance Nuclear Commission shall be the international agency to enforce the provisions of this law and must submit compliance report monthly to the Security Council."

Connors stated to the representatives, "Ok. Here is what we are willing to put up for the law. We hope you all can agree.

Connors looked at the Schorrian representative. "Be honest with us. Why do you want to drop point 4? Why would you want the ability to use them within the region? If you can give a logical and well thought out statement, we would consider it."

"Well, we reject Section 5 of the Unovian proposal since if we will not universally prohibit weapons development, better yet not to impose this provision. Section 1 will be enough.

We are also in doubt with Section 7 since it contradicts Section 4.

We demand that there should be a provision that nuclear development must be used for peaceful purposes and any nation hosting a nuclear facility must be held liable for any unfortunate events that might occur in hosting such site that will affect other neighboring countries.

We also wish to see the regulation on nuclear testing, the creation of World Alliance Nuclear Security Commission to implement the law, and the punishments to be imposed to countries that will not comply with the proposed law."

On the other hand, we reject the move to drop Section 4 since it is far more important than Section 7 which could still be worked out."

Connors looked at both the Eurussian and Schorrian delegates. "Looks like we are at an impass." He looked at the Eurussian representative. "You want section 4." He looked at the Schorrian representative. "You want section 7." he then looked at both again. "There must be a way for you both to agree to a compromise section. How can we arrive at a compromise?" he looked at the other representatives. "Certainly, there is a compromise option. We just have not uncovered it yet. I propose a vote on the Section 4 vs Section 7 debate. The one that gets the most votes gets included. Lets run this democratically folks. How does that sound?"

The Defense Minister stated with firm voice, "Whether there is a vote or not, it is very obvious and with very careful consideration and study that Section 4 has very far more importance than that of Section 7 which in effect legalizing the use of nuclear weapons in the region which at the end of day, if Section 7 prevails, will definitely trash all our efforts of bringing a nuclear free region."

Connors showed the 7 parts of the agreement. "Here are the parts of the agreement. Sections 4 and 7, the disputed parts, are bolded."
