We know that your interests expansion of renewable energies are fully justifiable.
But the fact remains that the Moon is a pratrimonio of all, and its massive exploitation by a small group of nations can not be absolutely justified.
A compromise would be to dispose of all the facilities that are creating the WASDA (World Alliance Space Defence Agency), the regional institution that deals with spatial policies.
Only that agency can represent all the nations of the region, without exception.

We can't scatter them around. We need to connect ALL the solar panel tiles together so they can link to the command center of the power plant. Basically we need to turn the moon into a globe shaped chesstable or disco ball. Scattering them around will require them to be connected with WI-FI but since the moons gravitational field is too weak to ward off solar rays the WI-FI may most likely be disrupted, causing a long term malfunction in the power plant or even Sabotage it completely making all the cash being put into this wasted.

2) The Act must also tasked the World Alliance Moon Commission to ensure that the Moon is not being used for any military purposes; it's environment prevented from being altered; it's open for research purposes of all nations; it's sovereignty is not claimed by any single state or a group of states; and is never explored for any purpose without any explicit benefit to all states and all peoples of the world.

Make the moon a disco ball?! Are you kidding me?

So we went from making it an eyesore with a band around the circumference to completely covering it in hideous, unsightly solar panels?

Blame Trapatrical and Atletius. The sole purpose was the ring to ensure producement of energy 24 hours a day until they went all artistic.

It will ensure that the Moon, being the sole celestial body orbiting on Earth, shall be used for the benefit of all states and all peoples of the world preventing the Moon to become a source of international conflict.

I was not suggesting the entire moon be covered in solar panels. What I suggested was that small solar farms are scattered across the moons surface. To say I suggested turning the moon into a "disco ball" is entirely wrong.

Antanares is for a Moon Commission, that would be a better idea than expand our nations on the moon without a real plan and regulation. Also, I would ask more attention to the detail in the organisation to transform the Moon into a sort of power source. The movements of the system Moon-Earth could be really difficult to understand and also use our satellite for the sonar panels could be very unfruitful.

OOC: I ask to a friend who study engineering at the university. Use the Moon is really unfruitful for the production of the energy for some reason like the transport of the energy from the Moon to the Earth and for the fact that a lot of time the Moon is not direct enlighten from the Sun, mainly.

Can you read? It was a military budget debate in parliament, and we were only discussing potential candidates for the potential HQ in Saint Petersburg. Don't skim anymore. It makes you look stupid.
