New Warsaw Peace Conference



Premier Claude Fortier, Europe and Asia


We welcome Eurussia and New Tarajan to the 2014 New Warsaw Peace Conference. I personally thank both representatives for coming to this historic conference to address the grievances of both nations. We will begin by hearing the positions of both nations. I request at this time that Eurussia and New Tarajan voice what issues are plaguing them, so we may address them.

I wish, first of all, to deeply thank Premier Claude Fortier, and the entire country of Europe and Asia, for the decision to offer their mediation to resolve our long-standing disputes, and to give us the opportunity to reach such a solution in the wonderful background of New Warsaw.
On behalf of the Tarajani government and of His Imperial and Royal Majesty the King, I can say that it is our greatest hope to finally bring to an end such a long series of unuseful, and even dangerous, tensions between two equally powerful countries such as New Tarajan and Eurussia.
I am sure that, here, we can finally find that solution.

"Your Excellency, Premier Fortier, I personally commend you for exerting efforts to reach out on our government and find a solution that lead to where we are today, with the hopes of solving the mistrust caused by the Kingdom of New Tarajan. For that, thank you very much. And also, I am happy and delighted to see a good friend of mine, Count Ahmad Al'Din Rumi. I can still remember how this nice man convinced our government to finally agree on a Joint Declaration of Friendship that could have paved the way for the eventual normalization of relations between Eurussia and New Tarajan, which unfortunately, didn't went that way. I was still the Foreign Minister at that time, and who could have thought that we will meet again now that I am serving as the Ambassador of the Empire of Great Eurussia to the Socialist Commonwealth of Europe & Asia. In any way, I am glad to see you again Count Rumi. Shall we begin Premier?"

"Thank you, Your Excellency.
First of all, I wish to return the kind words of His Excellency Kishida. It is, indeed, a pleasure also for me to see you here, at this table, since I really enjoyed, although in such difficult circumstances, your company in Moscow.
I wish to underline that, indeed, it was a personal idea of His Imperial and Royal Majesty King Friederick Wilhelm, to choose me, among many valuable candidates, since he knows very well of the good reputation I enjoy with Eurussia (and I hope not to appear too assumptive in saying this), for the task to handle with these important negotiations. His Majesty wished, with his decision, to send the message that in no way we are enemies nor rivals. The King himself feels the most sincere admiration and spirit of friendship toward Eurussia, and he has been particularly sad for the death of Her Imperial Majesty Empress Elizabeth (who he personally admired), as he is concerned for the health of His Imperial Majesty Emperor Akihito, to whom he wished sincerely the most rapid recovery.
His Majesty, moreover, wishes to see this Conference ending with a success, and with the relation between both our countries restored to its previous glory.
Coming back to what His Excellency Fortier said: what New Tarajan wants is very, very simple. Peace.
Since we believe that the best way to go forward is not looking to the past indefinitely, we are ready to automatically forgive any eventual grievance we could have toward Eurussia, and to restore both the Treaties we previously had with Eurussia. The only thing we ask in exchange for this is, simply, reciprocity by the side of Moscow.
Nothing else.
Our two government already previously negotiated a series of agreement which were, at the end, never signed. Our government is ready to sign also those treaties, adding also the possibility to sign an Energy Trade Deal which will aid Eurussia cover its energetic needs."

"Thank you Count Rumi. I could say that having you here will make our objectives much more easier to achieve, not to mention the very presence of the esteemed Premier Fortier. At first, our government had reservations on attending this dialoguen due to the improperness of having a pending case before the WA Court of Justice where ironically, our countries are directly involved. But seeing how the international case has progressed, thanks to our legal team, and having the opportunity to have frank talks with a good friend, the Eurussian Government simply doesn't want to miss this opportunity once more to air our side.
And to protect and preserve the status quo ensured by the efforts of Premier Fortier, I assure you that our government will maintain its silence on the outcome of the court case so as not to create and stir some unnecessary feelings nor possible humiliation on the side of Count Rumi and New Tarajan, as we hope for its immediate conclusion.
Now Count Rumi, I believe that your government knows that there is no dispute between Eurussia and New Tarajan but only complete mistrust from our side towards to your side since the Koryan Crisis, and I believe that there is no way that this mistrust would result to an armed conflict unless it will come from your side. Hence, we have always been for peace and we promote that in every corner of the world, and that peace is not the one being achieved here but rather the building of confidence and trust again that have remain elusive due to the actions of your government since the Koryan Crisis itself. In anyway, allow me to show you the impossibility of moving forward after all the damage New Tarajan made against our nation and our peoples.
First of all, unstatesmanship and the words coming from the mouth of your aristocratic officials Count Rumi that we consider as below the belt. Our government may let it pass but not our peoples who are friendly and loving people that have been hurt so much by these irresponsible remarks from Tarajani officials ever since. Remember the Orenburg Aggression? During its height, Eurussians have remained professional, steadfast, and respectful despite receiving these WORDS coming from the mouth of several Tarajani officials much more branding us "cowards" and other insulting remarks by your King Friederick whom should have acted like a real statesman. Not to mention the most recent lies where your government came up with a grand scheme to shame Eurussia by stirring up stories that we pressured the former Ceveztria to enter into an Annexation Treaty with us where in fact we just extended our hands when they needed our help. Thankfully, such lies lead to the own demise and total failure of the then supposedly peace talks. These are unforgiveable unless an apology is issued by your King Friederick himself. Count Rumi, this have been our position from the very beginning and Premier Fortier knows that.
Second, as you have been aware Count Rumi, there have been instances in the past of heated exchange of words between Moscow and Astana, we have faced legal battles, but we can move on from that as you never heard any insultig remarks from our government much more our peoples. We have even repeatedly extended our hands to your government Count Rumi to resolve these differences like the issuance of a Joint Declaration of Friendship. We even invited twice, or even thrice, the former Prime Minister Sondenburg to Moscow for a high level visit that should become a breakthrough, but unfortunately, were turned down by the Tarajani Government withour considerations.
As you can see Pemier Fortier, our grievances and demands are very reasonable as normal rhetorics between government can always be forgiven but not the insults coming from a head of state himself that hurt our people so much. I am sure that King Friederick is very eager to talk with us again in Moscow and even sign our negotiated Friendship Treaty and a few cooperation pacts, however, Premier Fortier and Count Rumi, our government have shown repeatedly that we are also eager to reciprocate the same with the right people, at the right time, and on the right place.

"Oh, trust me, my friend. This is not necessary.
I believe, instead, that it would be better for me to answer point by point to your words, Excellency.
First of all, I am glad to hear that the Eurussian Government was worried about any possible humiliation coming from the on-going case in front of the Court of Justice to our Kingdom; really, it was not necessary such a worry, since we are more than sure of the validity of our case. Moreover, in Astana we had the same worries not to make the good Eurussian citizens to feel too much humiliation, but at the end we understood that the people of Eurussia will understood for sure.

Now, moving forward, since this is not the issue at stake here, let me answer to your statements.
You are talking about mistrust, and you are perfectly right.
Indeed, the problem between our countries is mistrust. However, the mistake You have done, my friend, and maybe it's obvious, is that you are only depicting Eurussia as an innocent victim, not talking also about the mistrust (and the reasons behind it) felt in New Tarajan.
Yes, the Orenburg Crisis has been a great blow to our reciprocal relations. Our Kingdom, and I am always been the first to admit it, together with His Majesty, made a terrible mistake. A mistake we have recognized, and that we have paid, too.
But where was the cause of the Orenburg Crisis?
Your Excellency, my friend, I am sure you remind it very well. Because it all started with a submarine accident, which the Eurussian Government deliberately used to defame our own Navy.
In the aftermath of such an incident, it was clearly said that New Tarajan "missed an opportunity to show the world that it is a considerate state and allowed its issues with Eurussia to damage its international image". The problem, as everybody knows well, is that Eurussia did never inform our Navy neither of the passage of a nuclear submarine so near our coasts, nor of the incident. I will not underline how your news media try to describe specific situation with no ground for truth, since this is a problem of Eurussian media credibility.
I will simply point out that to try to depict our Navy as indirect responsible for the death of sailors, is something extremely serious, and an act of defamation. And, before you say that the issue has been resolved by the CoJ in favour of Eurussia, I will add, and I have Premier Fortier as witness, that Eurussia refused to accept the Court jurisdiction on that case.
A country does not deserve apologies for such an act?

Also: during the Koryan Crisis, and without the slightest reason, the Eurussian Government expelled all the Tarajani citizens from the Empire. While the Kingdom of New Tarajan requested the Eurussian Ambassador to leave the country, which is a legitimate diplomatic move, the Eurussians expelled thousands of innocent citizens without reason. And how we did retaliate? Doing nothing, and accepting also this decision, at least obtaining a moratorium of three-days for the our citizens to resolve their affairs and giving goodbyes to their friends and eventual families before leaving.
The Eurussian propaganda, labeling us as traitors without even trying to resolve the dispute with calmness, caused the death of two brave Tarajani soldiers, and the wounding of our Grand Admiral, without even moving a finger to stop them; limiting to a small official condemnation, Eurussia did not even tried to lower the tones of its propaganda, the true cause behind the event, masked under the label of "spontaneous feeling of outrage" of Koryan people, which were informed only by Eurussian media.

Moving even forward: you are accusing us to spread lies against Eurussia on the Ceveztrian issue. But, if I remember well, didn't Eurussia accuse New Tarajan of many, false, things throughout our tensions? Didn't Moscow accuse us of protecting the Koryan dictator, which was clearly false? Didn't Eurussia accuse New Tarajan of invading Arveyres, then known as Patrician States, when we were simply protecting the country, under specific request of its government, from terrorists? Someone here is forgetting about that delicate story.
Eurussia deliberately hosted terrorists in its territory, allowing them to escape justice. It also repeatedly accused us of being a symbol of oppression in HPS. Eurussia fabricated a lot of propaganda against us and in favour of those terrorists, officially stating that it ws searching to gain international consensus against us; and I am sorry to have been forced to remind you this, my friend.
Why New Tarajan did not deserve an apology for that? We are more than sure that Eurussia would have requested the strongest apologies, at our place.

Another point, my friend: yes, Eurussia invited many times our former Prime Minister, Van Sondenburg-Sorenberg, in Moscow. However, what Eurussia fails to understand, and I am sorry for this, is the great relevance our King enjoys in our own political system. You cannot pretend to welcome a Prime Minister, and signing agreements, if you do not recognize our King. Moreover, it is impossible not to recognize a foreign Head of State, no matter what he said in the past, without unrecognizing the country as a whole.
Diplomacy is also this. So, we didn't turn down anything: we simply followed the rules of our political system.

As you can see, Premier Fortier and my friend, Excellency Kishida, New Tarajan has reasons for mistrust, and for asking apologies, exactly like Eurussia, if not even more. We have been described as criminals, as oppressors, as enemies of peace; labeled as traitors. Our citizens have been expelled from a country; our soldiers have paid the price of Eurussian propaganda with their lives. Many other countries would have immediately declared war after such a long series of offenses. But we didn't. We even paid reparations for a small blockade.
Thus, when we call for moving forward, and to leave behind our backs all what happened in the past, we are not trying to avoid our responsibilities. We are trying to avoid to remind to you and to us as well all that Eurussia has done against us. Asking to forgive and forget the past, we are asking to ourselves, first and foremost, to do such a thing. I cannot see a more strong sign of maturity for a country as for individuals, and a more strong signal that we only want peace, and friendship."

"Thank you Count Rumi for your well explained concerns and we understand such. However, you are true that the actions of the past must be forgotten and in case you might have forgotten, it has been clarified in the case itself about the issue of the submarine miscommunication due to the accident itself and it is not our fault if our media has interpreted such incident that way. And it is also not our fault if the Tarajani Government has overreacted with a simple submarine accident that lead to a naval blockade that eventually backfired. And with regards to other events that transpired that such as the issue with the Holy Patrician States, everything that transpired were simply caused by different beliefs at that time and I do believe that such shouldn't bother us anymore since all of us enjoys relations with each other particularly with Arveyres.
And with regards to the spreading of lies about the issue of Ceveztria, thank you for acknowledging it Count Rumi. It is those same lies that became the basis for holding a supposedly peace talks about Ceveztria which was later proven untrue and exposed by our government that lead to the failure of the same peace talks. And with our invitations to your former Prime Minister, thank you as well for acknowledging that, and since your King cannot apologize for the insults that came from his very mouth, we would rather prefer meeting your very diplomatic former head of government to overcome our differences and sign our negotiated agreements and treaties. And in fact, I do believe that we do not have the intention not to recognize your King as head of state, since that is impossible and would go against the very Friendship Treaty we negotiated. And your government knows that from the very beginning. And I do believe that we are just following our own political system, as you've said so Count Rumi.
In fact, as it is well known from the start by the Tarajani Government itself, that we are also ready to move forward from all these differences, except to the insults that came from the mouth of the King of New Tarajan, that will never be acceptable to us, as a nation."

"Now, coming back to our issues: I wish to point out that what our government said on Ceveztria was its own opinion, and thus protected under our constitutional rights, which already Eurussia repeatedly called upon to protect itself.
On the submarine issue: with all due respect, my friend, you're trying to joke with us. It was your ministry, and thus your government, to accuse our Navy of insensitivity. Thus, it is all fault of your government, not of your media, in this case. Moreover, it was your Ministry which failed to inform us of the passage of that submarine. This is clear like the sun.
Consequently, we would have all the right to ask for apologies from your government.

About what happened in Arveyres: why in this case should we move forward without asking for apologies, if you're not ready to do the same with our King, the most important political and symbolic figure of our country? It's easy to downplay what happened there, but the truth is that we were accused with lies.

And I see that you have choosen to ignore my remarks about the expulsion of all Tarajani citizens from Eurussia.
Please, my friend, if you really wish to reach peace and friendship, something that New Tarajan deeply desire, it's time to speak frankly also about Eurussian faults, not only about Tarajani ones.

The situation is this: as you felt insulted by our King's words, we were insulted by your government words and actions as well.
Thus, the solution is simple: or removing the entire issue of the apologies and moving straightforward, or issuing reciprocal apologies.
There's nothing more clear and simple than that."

"Count Rumi, we are not even asking for any compensation for the lies spread by your government about Ceveztria, so therefore there is no need to mention any of its constitutionality, but on our part, such blatant lies of saying we pressured the former Republic of Ceveztria is simply offensive which we countered with all professionalism. Going back again on the submarine accident, Count Rumi, we are not obliged to inform your navy with the operations of our navy while in international waters. It is just unfortunate the the accident has knocked out any form of possible communication.
With regards to the issue of Arveyres and expulsion of Tarajani nationals, if they are indeed true, is probably a right of our government to react on that particular situation due to the intensity of the crises that time. Hence, we see no reason, at all to apologize.
And my friend, please refrain from saying we are avoiding issues, we are in fact facing them all. With regards to our never changing position of seeking an apology from your King, you continue to miss the point Count Rumi. His insults are of his personal will, knowledge, and intentions, and such known to him and he intends to do such insults. And for that, it hurt the entire Eurussian nation since it came from the mouth of the head of state and a revered monarch of our very own former ally. It just unfortunate Count Rumi."

Our King showed many times his will to restore friendly ties with Eurussia. He's now even visiting the place of the disaster which disgracefully hit your country, first of every Head of State of the world to do so.
And you still ask for apologies, while you do not recognize the terrible damages inflicted to our own citizens? Or the strong anti-Tarajani propaganda made on the Arveyres issue?
About the submarine: you have all the rights to do what you want, my friend; but if you decide not to inform us of the passage, you should also not accuse us of negligence and insensitivity, don't you think so?
Thus, why further using these double-standards when comparing Eurussian and Tarajani faults?"

"My friend, Count Rumi, I would want to correct you for saying 'expel' since it connotes forceful ejection from the country. Although I cannot remember exactly what transpired but I am sure that such forceful expulsion never occured. So In fact, it would had just been simply asking those Tarajanis to go back to their country. And there is no forceful there right? So there is nothing to apologize. I am just wondering why are you raising this issue just now? And ever since you never even mentioned this?
I am getting confused with your inconsistencies just to counter our requirement for an apology from your King. In fact, our position has never changed and we remained consistent. Yes we appreciate the visit of your King and we are very thankful for providing comfort for our people. In fact, we are deeply moved by that, also, is it really hard to apologize for your King's own insults? We are not even asking for public apology. Why not send a personally hand written letter to His Imperial Majesty, Emperor Akihito? So we could simply move forward? Furthermore, Count Rumi, you seem not to understand how grave for us insults coming from a monarch, a supposedly statesman."

The simple question at the core of everything is: why should our King apologize with Eurussia, in private or in public it doesn't matter, while Eurussia should not, after we have demonstrated the seriousness of your offenses to us?
I appreciate that you wish to move forward, and indeed this is also our desires. So, as I said, let us organize a meeting and present apologies by both sides, or no apologies by anyone at all."
