(Dismissed) Legislation Act

Recognising that the Security Council needs to set in place the rules for the conduct of debating and voting on proposed new acts before they become law do hereby resolve:

Any member nation of the World Alliance may propose and discuss acts for the Security Council to pass into law.

There shall be at least two days debate on the proposal.

If the proposer or any member of the Security Council wishes the debate to be extended they need to post their request and the debate will be continued for another two days. Only two such extensions may be requested.

If a third request is proposed it shall be voted on by the Security Council within 24 hours and a further three day extension will be given if the members of the Security Council agree.

The proposer may withdraw their proposal up until the voting period has been declared.

Once the debating period is over a voting period of 48 hours starts. The voting period shall start and end at 0.00 UTC. Debating may continue while nations are voting. Votes cast before the voting period starts will not count.

Dismissed. Only member states of the Security Council holds the legislative powers in the World Alliance, thus, only member states of the Security Council can propose legislation.
