Ah. We suggest the use of Bioethers, which is relatively inexpensive and easy to make, but it does not do well for long-distance travelling, should the use of biofuel in your country continues.

We should give incentives to companies promoting environment friendly programs. This will lessen burden on governments but good to all people.

Here is our proposal for the WEPA Nuclear Safety Regulation Act and the WEPA Nuclear Modernization Act. Any further suggestions, ideas and constructive criticism are welcome.

WEPA Nuclear Safety Regulation Act:

- Continuously, resident inspectors must monitor the nuclear facilities in accordance with the basic inspection program.

- Periodically, national inspection specialists must conduct inspections of each plant in their region. The results must be compared with WEPA specialists.

- Semiannually, the WEPA formulates a schedule of specialist inspections for assessing plant performance for the following year. They factor into their schedule plant performance for the previous year so that inspection resources are focused on plants with declining performance.

- As needed, the regional inspectors must conduct special inspections of those plants at which the results from the national and WEPA inspections did not match.

- The WEPA specialist inspections are financed by the WEPA member states with an equal ratio.


WEPA Nuclear Modernization Act:

- Nations can request support from WEPA members for modernizing old nuclear facilities.

- A WEPA specialist team will determine if the said nuclear facility is in need of immediate modernizing.

- A nation with a nuclear facility that is in immediate need of modernizing or is in otherwise dangerous condition can request financial and technological aid from other WEPA member states.

- Technology obtained through other WEPA member states can not be handed to non-member states without permission of the developer nation.

- Financial aids must be done with zero interest, either an amount with no duty to repay; with a long term, 0% interest loan; or with the mixture of both.

This must be struck down. It is up to the donor state and the receiving state to negotiate on the interest, if any. As imposing this is a clear violation of a state's sovereignty.

The only thing I had in mind when formulating that point was to keep the WEPA from turning into a dealership of environmental and energy technology. If the rest of the WEPA disagrees, I have no objections of taking that passage out.

I'm personally not opposed to either a cap or no limitations. I want to know what the rest of the member nations and councilmembers think.
