(Dismissed) Amend WA Accountability Act

Pursuant to the "Emergency Measure on WASC Act Amendment" (Or more commonly known as) "WA Voting Reforms Act", which has reformed the "World Alliance Security Council Act", these voting guidelines now take effect as passed into law on 1/30/2015 at 1:31 AM (GMT-5).

"Section 3 - Functions
The WASC shall have the de facto supranational powers over the executive, legislative, and judicial matters in the WA which shall be enforced through a sixty six percent or two thirds concurrence of all its voting member states."


As recommended by the "WA Voting Reforms Act", although unofficially implemented, we're reviewing certain legislature that were dismissed due to "death by abstention".

Scouting hereby brings the "Amend WA Accountability Act" proposal back to the WASC for re-discussion and voting.


Over the past weeks, I've noticed a few of the WASC members tend to go inactive several days at a time. Legally, we cannot petition for their removal until 7 days of inactivity has passed. Most legislative articles go on a 3 day discussion and 2 day voting period. Which mean approx 5-6 days before a topic is either passed or dismissed. With the obvious fact that each WASC member has a duty to review each pending legislation, I feel that it is necessary that we tighten the inactivity law. changes to the law below are outlined in red.

WA Accountability Act, Rev. 1.0:

With the aim of ensuring that the most responsible nation states and the most active ones are deserving to serve at the World Alliance Government, to ensure the efficiency of the institution, Eurussia proposes the passage of this proposal into law, the World Alliance Accountability Act.

Under this law, all nation states of the World Alliance that are serving and holding any position at the World Alliance Government are obliged to maintain their activeness in the delivery of service and discharge of their duties as part of the World Alliance Government.

Thus, any member state of the WA Government, which will be proven inactive for five (5) days can be dismissed from their position. To ensure due process, in the case of the Security Council, if a member state is found to be inactive, any member state of the World Alliance petitioned to any member state of the Security Council who shall then serve a notice (via TG and via Forum Post) giving the concerned member state noticing them of their pending dismissal by the President of the WASC. The member state complaining against the inactive member state may formally request the immediate head of the body, which in this case the President of the Security Council, to issue the dismissal. Should a member state be dismissed, the member state has 48 hours to petition he removal. Upon petition, if within the 48 hour time frame, the WASC is required to review the member nation's reasoning behind his/her inactivity and vote on reinstatement of said member state. Should the vote pass, the member state will be reinstated with no further punishments for being inactive.

On the other hand, to ensure fairness, any member state of the WA Government, knowing that there is a strong probability of inactivity due to acceptable grounds, may file a leave of absence to the immediate head of the body, which in the case of the Security Council is its President and if the latter is the concerned member state to its immediate subordinates, stating the reasons for the leave of absence and the duration (via TG and Forum Post) which thereafter shall determine and approve the said request for a leave of absence. And if approved, the concerned member state may terminate the leave of absence (via Forum Post only) and cannot exercise its powers and privileges during the leave of absence.

But one thing: If the nation is gone for a good reason, and the message is spread throughout the WA, he will not be dismissed from the position.

If a nation is gone for longer than the time specified, he must file a LOA, leave of absence. This will allow him to be gone for as long as needed so long as it's approved by the WASC. Otherwise, in this proposal, a nation may be removed immediately after 5 days of inactivity with 48 hours to petition the decision in front of the WASC.
